The unfading strength of the old gods was comprehended in the self-existence of absolute ideas, and moral goodness was only a particular application of reason to the conduct of life. An emotional or imaginative element was also contributed by the theory that every faculty exercised without a reasoned consciousness of its processes and aims was due to some saving grace and inspiration from a superhuman power. It was thus, according to Plato, that poets and artists were able to produce works of which they were not able to render an intelligent account; and it was thus that society continued to hold together with such an exceedingly small amount of wisdom and virtue. Here, however, we have to observe a marked difference between the religious teachers pure and simple, and the Greek philosopher who was a dialectician even more than he was a divine. For Plato held that providential government was merely provisional; that the inspired prophet stood on a distinctly lower level than the critical, self-conscious thinker; that ratiocination and not poetry was the highest function of mind; and that action should be reorganised in accordance with demonstrably certain principles.118 The explanation of this anomaly is, we believe, to be found in the fact that Catholicism did, to a great extent, actually spring from a continuation of those widely different tendencies which Epicurus confounded in a common assault. It had an intellectual basis in the Platonic and Stoic philosophies, and a popular basis in the revival of those manifold superstitions which, underlying the brilliant civilisations of Greece and Rome, were always ready to break out with renewed violence when their restraining pressure was removed. The revival of which we speak was powerfully aided from without. The same movement that was carrying Hellenic culture into Asia was bringing Oriental delusions by a sort of back current into the Western world. Nor was this all. The relaxation of all political bonds, together with the indifference of the educated classes, besides allowing a rank undergrowth of popular beliefs to spring up unchecked, surrendered the regulation of those beliefs into the hands of a78 profession which it had hitherto been the policy of every ancient republic to keep under rigid restraint—the accredited or informal ministers of religion.154 Now, the chief characteristic of a priestly order has always and everywhere been insatiable avarice. When forbidden to acquire wealth in their individual capacity, they grasp at it all the more eagerly in their corporate capacity. And, as the Epicureans probably perceived, there is no engine which they can use so effectually for the gratification of this passion as the belief in a future life. What they have to tell about this is often described by themselves and their supporters as a message of joy to the weary and afflicted. But under their treatment it is very far from being a consolatory belief. Dark shades and lurid lights predominate considerably in their pictures of the world beyond the grave; and here, as we shall presently show, they are aided by an irresistible instinct of human nature. On this subject, also, they can speak with unlimited confidence; for, while their other statements about the supernatural are liable to be contradicted by experience, the abode of souls is a bourne from which no traveller returns to disprove the accuracy of their statements. The next step was to create a method for determining the particular configuration on which any given property of matter depends. If such a problem could be solved at all, it would be by some new system of practical analysis. Bacon did not see this because he was a Schoolman, emancipated, indeed,377 from ecclesiastical authority, but retaining a blind faith in the power of logic. Aristotle’s Organon had been the great storehouse of aids to verbal disputation; it should now be turned into an instrument for the more successful prosecution of physical researches. What definitions were to the one, that Forms should be to the other; and both were to be determined by much the same process. Now Aristotle himself had emphatically declared that the concepts out of which propositions are constructed were discoverable by induction and by induction alone. With him, induction meant comparing a number of instances, and abstracting the one circumstance, if any, in which they agreed. When the object is to establish a proposition inductively, he has recourse to a method of elimination, and bids us search for instances which, differing in everything else, agree in the association of two particular marks.541 In the Topics he goes still further and supplies us with a variety of tests for ascertaining the relation between a given predicate and a given subject. Among these, Mill’s Methods of Difference, Residues, and Concomitant Variations are very clearly stated.542 But he does not call such modes of reasoning Induction. So far as he has any general name for them at all, it is Dialectic, that is, Syllogism of which the premises are not absolutely certain; and, as a matter of nomenclature, he seems to be right. There is, undoubtedly, a process by which we arrive at general conclusions from the comparison of particular instances; but this process in its purity is nothing more nor less than induction by simple enumeration. All other reasoning requires the aid of universal propositions, and is therefore, to that extent, deductive. The methods of elimination or, as they are now called, of experiment, involve at every step the assumption of378 general principles duly specified in the chapter of Mill’s Logic where they are analysed. And wherever we can rise immediately from, a single instance to a general law, it is because the examination of that single instance has been preceded by a chain of deductive reasoning. Nothing else explained its employment.

When Cairness got him to the post and turned him over to the officer-of-the-day, the fire had burned itself out and quiet was settling down again. Big warm drops were beginning to splash from the clouds. This Act, however, merely gave Bolingbroke the right to come back and live in security in England. His ambition could only be satisfied by the restoration of his estates and honours. He waited, therefore, on Walpole, who promptly rejected his offers. Mortified at this repulse, Bolingbroke returned to Paris, where a field of action had opened in which he was well calculated to figure. Charles, wrought up to the highest pitch of agony at the prospect of being compelled to abandon the splendid design of entering London in triumph, continued to expostulate and entreat the whole day. In 1734 the Wesleys commenced their career as preachers to the people, and were soon followed by Whitefield. This may, therefore, be considered the date of the foundation of Methodism. None of them had any the remotest idea of separating from the Church, or founding new sects. The Wesleys made a voyage to Georgia, in America, and, on their return, found their little party not only flourishing in Oxford but in London, where they had a meeting-house in Fetter Lane. Whitefield, however, was the first to commence the practice of field-preaching, amongst the colliers at Kingswood, near Bristol; but in this he was soon imitated by Wesley. As they began to attract attention by the ardour of their preaching and the wonderful effect on the people, this became necessary, for speedily all church doors were closed against them. John Wesley had a peculiar genius for the construction of a new religious community, and he was ready to collect hints for its organisation from any quarter. The most prolific source of his ordinances for his new society was the system of the Moravians, whose great settlement at Herrnhuth, in Germany, he visited, and had much consultation with its head, Count Zinzendorf. From it he drew his class-meetings, his love-feasts, and the like. In framing the constitution of his society, Wesley displayed a profound knowledge of human nature. He took care that every man and woman in his society counted for something more than a mere unit. The machinery of class-meetings and love-feasts brought members together in little groups, where every one was recognised and had a personal interest. Numbers of men, who had no higher ambition, could enjoy the distinction of class-leaders. It did not require a man to go to college and take orders to become a preacher. Thomas Maxwell with Wesley, and Howel Harris with Whitefield, led the way from the plane of the laity into the pulpits of Methodism, and have been followed by tens of thousands who have become able if not learned, and eloquent if not Greek-imbued, preachers. Wesley divided the whole country into districts, into which he sent one or more well-endowed preachers, who were called circuit preachers, or round preachers, from their going their rounds in particular circuits. Under the ministry of these men sprang up volunteer preachers, who first led prayer-meetings, and then ascended to the pulpit in the absence of the circuit preachers, and most of them soon discovered unexpected talents, and edifying their own local and often remote or obscure little auditories, became styled local preachers. Out of these local preachers ever and anon grew men of large minds and fertilising eloquence, who became the burning and shining lights of the whole firmament of Methodism. It was Wesley's object not to separate from the Church, and it was only after his death that the Wesleyans were reckoned as Nonconformists. BEIJING, Nov. 26 (Xinhua) -- Chinese President Xi Jinping on Wednesday extended condolences over a deadly residential building fire in Hong Kong, which killed at least 13 people.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, expressed sympathy to the families of the victims and those affected by the disaster. He urged all-out efforts to extinguish the fire and minimize casualties and losses.
In the wake of the fire, Xi attached great importance to the accident and immediately sought updates on the rescue efforts and casualties.
Xi instructed the director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) to convey his condolences and sympathies to HKSAR Chief Executive John Lee.
He required the Hong Kong and Macao Work Office of the CPC Central Committee and the liaison office to support the HKSAR government in making all-out efforts to put out the fire, do everything possible in search and rescue, treat the injured, and comfort the victims' families.

China releases white paper on arms control in new era

BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."
The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.
China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.
The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.
It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.
The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.
It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.
Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.
China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.
The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.
Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
The Chinese Foreign Ministry on Tuesday said the atmosphere of the phone call between Chinese President Xi Jinping and U.S. President Donald Trump on Monday was "positive, friendly, and constructive."
At a regular press briefing on Tuesday, Foreign Ministry spokesperson Mao Ning confirmed that the U.S. side had initiated the call. She noted that since the start of President Trump's second term, the two leaders have maintained frequent communication.
Mao said the two heads of state exchanged views on issues of mutual concern, stressing that such communication is vital for the stable development of China鈥揢.S. relations.
